Members of the Commission - Richard Hands - Director
Richard Hands was appointed as Director, on an interim basis, effective 10 October 2011. Mr. Hands is an experienced commercial banker and bank supervisor. He has recently been working as an independent consultant for the World Bank and the IMF in various countries of East Africa.
Between 2007 and 2010 Mr Hands was Deputy Director Banking at the Jersey Financial Services Commission. Before this he had over twenty years’ experience in variety of roles in commercial banking and six years’ working in Banking Supervision Division at the Bank of England. During his time at the Bank of England, he participated in training projects to support the National Bank of Kazakhstan and the Central Bank of Russia.
Mr Hands left the Bank of England in 1997 to work for six years on a major World Bank and EBRD project in the financial sector in Russia. He has also worked as a consultant on banking and banking supervision issues in a number of other countries, including Anguilla, Armenia, Vietnam, China and several countries in West Africa.
